They are the law keepers that punish Supernatural for wrong-doing against humans; banishing them, imprisoning them and in worse case scenarios, killing them. The council is controlled by a single leader: The Priest or Priestess who has a direct link to Fate; followed by four highly powerful Shaman called the Holy Order who protect the Priest or Priestess and also carry out orders. The Council has lived on Velveteen island and kept balance of the two existing worlds for thousands of years, though humans do not know about them as well as Supernatural. Consequences range from imprisonment to death, depending on the severity of the situation. Vampires are forbidden from feeding off of humans, or glamour them against their will. Consequences range from imprisonment to death, depending on the severity of the situation. Werewolves are forbidden from being around human populated areas by the eve of a full moon. If they kill a human in a populated area, consequences include imprisonment. If they kill a human while in a natural area, the situation will be deemed an "act of nature" and the werewolf will be released of murder charges. Ghosts and Shaman are forbidden from shredding non-malevolent or passive spirits. Shaman are forbidden from "devouring" a Ghost's spirit and must release them after shredding. Consequences range from imprisonment to death, depending on the severity of the situation. All Supernatural and Gifted are forbidden from using any ability that controls, influences, and/or changes another person's mind, body, emotions, memories, and/or abilities. All Supernatural and Gifted are forbidden from using any time traveling ability to influence, effect or completely change the events of time. They are considered abominations and are aborted from the mother or exterminated at birth at the hands of the parents ( a council member will step in if the parents refuse to exterminate the child ).
